Why not introduce a bill that would prevent Members from being paid during a shutdown? Sure, it wouldn’t take effect until the next Congress (per the 27th amendment), but that’s OK. Of course, why would you want to punish yourself for not doing your job.
Members of Congress get paid during shutdowns. Fed workers have always gotten back pay, too.
