It’s not “equal” if you have more representation in Congress than Indianapolis or Seattle or any other similarly-populated city. Equal would be if residential DC annexed to Maryland, as it probably should have been in the first place.

The people of DC are American citizens who want to be a state, and they are currently being disenfranchised. DC does get to vote for President, but residents don't get Senators, a Representative, nor the same autonomy as normal states - Congress can invalidate DC laws at will
