I negotiated with the Army, @USACEHQ, to continue to allow boaters, riverfront businesses, and residents to have full access to the Washington Channel except during high security events.

Recreational boating is an absolutely vital part of DC quality of life. A massive concern is voteless DC lacks a port authority for lowest cost barge shipping when DC requires that too, for economically removing excavation spoil (eg new subways) & delivering construction material
