...gave voting Representation to every US Territory in the House? That way DC (as well as Guam, PR, and the others) would still get to have a voice in the Federal government, but not statehood. Of course that would also probably need a constitutional amendment.

If DC becomes a state, I'd propose we move the Capital to the center of the country (Kansas?) for the same reason that they picked

Never. The Constitution is clear about the purpose of the district. Any statutory attempt to undo the explicit Constitutional intention will be met with a federal lawsuit in about a millisecond.
