Has anyone seen an actual study of whether these are really low carbon? What's the total input load and what are they replacing? if it's walking or cycling then they're not helping. If it's car rides, maybe.

You have to be kidding! Even the picture accompanying this shows a scooter broken in half. I wonder who suffered an injury as a result of this. Scooters are unsafe both for riders and pedestrians on the sidewalks. We don’t need any members of Congress injured.
