Every citizen deserves to participate in the rights states have to self govern within the boundaries of the laws of the United States. All citizens should have representatives in the US Congress with full voting rights. There should be no disenfranchised citizens.

How does this impact the broken referendum process? Apparently referendums can only be brought during Congressional review period and is very unfair to citizens getting steam rolled by
