Try properly funding investigation of reliably diagnosing low dopamine injuries/illnesses, eg Parkinsons Disease, & finding specific preventions, & medicating techniques for patients of each injury/illnesss, as low dopamine injuries are source of the pain killer abuse epidemic.

It is great to see movement for people who need help to overcome unintended addiction; please, also, do not leave those who are experiencing legitimate chronic pain in an untenable position of no options but to be bed ridden or worse.
