We need to whip US Rep votes 1st, getting all Dems we can to cosponsor, to assure 218 votes yes. Roughly 238 Dems, w/ 117 repledged, ~44 not yet repledged, 19 incumbents never cosponsored, 18 new Dems in holds, & ~40 flips to Dems. 238-19=219, so we need every possible Dem vote.

There are ~40 more US Reps who can repledge, to complete this demographic of support. There are 3 more Dem groups to then get (in order) 1) new Dems holding a previously Dem seat, 2) new Dem flipped seats, 3) incumbent Dems who refused to cosponsor
