Why not get a representative to start a discharge petition? After all, we know that the majority party won't ever bring it up before January.

We are apparently focused on easiest lift for each US Rep & US Sen, counting Cosponsor prior to any actually vote. Dem leaders didn't statehood in 2009, as they knew they didn't have Blue Dog Dems votes, but didn't want to alienate Dem support for the Blue Dogs, votes needed ACA.
