He said their reaction to it was a hoax. He then downplayed the virus and it's impact and lied that it was contained. Semantics don't excuse him from the damage he caused.

He said it was contained when it wasn't. Like a zoo saying an escaped tiger is contained while it's out killing people because they are not taking precautions. He demonised experts and the media for warning people. Can you see the damage? He lied and people died.

Of course he did. That downplay and delay allowed a killer virus to spread quicker and further than it needed to. Can that be quantified? No. However to think it hasn't caused unnecessary deaths is beyond disingenuous. He then made several further damaging statements.
