It's an article of a treaty that both sides of that treaty have now agreed to amend the particulars of. Or do you thing we left back in March?

So a treaty can be amended if both sides agree ?...my question is directed towards, who, specifically, in each side agrees to this ? Especially when Parliament had to vote for a specific article but does not have to vote to change or amend the article & as such the treaty.

The PM asks (regardless how he is made to do so) for a change as our representative to the EU. The EU agrees (all 27 members give them the say so) and the treaty changes. Parliament didn't actually vote for the article but simply to trigger it.
