Must admit I look at at Singapore and at parts of London and think which I prefer. Japan also has no graffiti and and lovely people.

I won't argue about the state of certain parts of the UK. Introducing Singapore style rights and laws isn't the way to resolve that though. I do however appreciate your surface point.
