The government knows that rules of Parliamentary procedure mean they can’t bring forward same motion in same Parliament if that motion has been defeated or amended. So to bring it forward in the next sitting as they are planning is to do so knowing the Speaker cannot allow it 1/3

It would be an amendment to a bill not a primary motion. Very different things. In fact it might be a tactic the government will use to complete MV4.
