No one is going to vote in a 2nd ref because one of two things will happen; leave will win and we'll be back to square one or remain will win and leave will demand a 3rd ref.
Legally binding. If the deal wins we leave with that deal if remain wins article 50 is revoked. If people don't want to vote then that's their decision.
