the boosts come with buying the latest expansion, which you'll still need to do. this just means that new players (or new accounts) no longer need to buy the 'base game' in addition to a sub (and the latest expansion). nothing has really changed.
But before I'd get a level 100 boost when I purchased Legion. For someone going no further (i.e not buying BfA) they miss out a boost. There was also a boost included with Warlords.

@Zaalbeth said. No boosts beyond the 110 with BfA. This also seems to include those that still have Legion keys. I suspect that might need fixing though. Oh well
