If they have settled status they won't be charged so what's the problem?

Because they'd be foreigners & like Americans & everyone else in the rest of the world they should pay. EU Citizens with settled status won't be charged.

EU27 nationals have until 31/12/2020 to apply for Settled Status. How is this policy going to work from 1/11/2019?

EU citizens don't just contribute to our NHS, they are net contributors to the UK economy. But that's beside the point. They shld carry on with the same rights. As I understand you need a settled status. I can imagine the humiliation of being checked.
