Come on Sir, consensus happens at the peer review step. An individual discovery will be peer reviewed by SMEs. That’s when the consensus applies to science. Or do you not think Peer Review isn’t important in the scientific process.

As a person who has been both a peer reviewer, and who has published papers in peer reviewed journals, I think you're putting too much emphasis on the process. Peer review is a "looks ok to me" stamp of approval in terms of materials and methods and does not equal consensus.
