At least implies that whatever prevents evolutionnary intelligence to have cosmic-scale impact (e.g. self-destructing behavior or conflict) also prevents them from making A.I. with cosmic-scale impact.

If intelligence requires self-awareness then intelligence will be motivated by the need to survive. No better survival mechanism than becoming smaller, lower powered and camouflaged.

The Fermi Paradox never seems to take into account the short timescale that the universe has existed in terms of actually being stable enough for life to develop. The first billion years you need stellar formation AND stellar destruction to get all the elements.
