A good size for a federal legislature would be 9 senators, around the maximum standard size that the board of a nonprofit might use. It's absurd to think that you can find 535 good directors for a board. Imagine if the Supreme Court had 535 judges.

Would it work if you split that 535, and the people they represent, into groups of, say, 60, and had each group represented by a single representative? Add another layer to the system.

groupings cant be arbitrary. trend towards larger groups being more powerful -> two groups. for convenience, call them the blue group and the red group. oh wait.
