Is the Law a floating truth beyond one old govt that can judge the rights of new govts to form? And also the Law is whatever has police now?

You could maybe argue that Catalan self-determination is bad for the EU. "The Law says it's illegal to vote, how *dare* they?" is... odd.

Some things are illegal to vote on. Lynchings are Democratic. Catalan secession affects those who voted against too.
