Or perhaps this disutility has been measured against the probability that a person will die needlessly and has been found wanting.

The streets in Berkeley are not crowded at 12:30am. Would a quieter siren lose so much speed? One thing is sure: they won't ask or care.
-
Do they only turn on sirens for cases where instant treatment saves more life than the expected health damage from lost sleep? Surely not.
-
Prime example of why act utilitarianism is ludacris; did you calculate the utility of tweeting about it? Or of replying to this tweet?
-
Quality of life loss from scrupulously worrying about utility is bigger than most gains. Far-scope policy decisions don't have that defence.

I can grudgingly tolerate emergency sirens. It's the totally unnecessary noise that frustrates me, eg: Harleys.
-
Would love there to be noise limits on vehicles. At least Harleys have some power. Even worse when under powered scooters or cars are loud
-
California Vehicle Code 27150 - 27153. Almost NEVER gets enforced. Most often it's the inconsiderate vehicle operator.

I assumed the main point of sirens was to remind us that things could be worse -- a utilitarian contrast effect?

But did you weigh it against the peace of mind you get to experience from knowing YOU'd be rushed to a hospital if anything happened to you?

Btw in UK, the NHS applies a rule after a certain time that all ambulances use only lights unless necessary. As u say, night = usually quiet

Best sci-fi premise on this: A world where defibrillators wake up everyone on Earth upon use.

Have you weighed the additional utility of 1,000,000 people knowing that they can always get an ambulance at 12am?

What about the cost of paying drivers more to compensate for the lost sadistic pleasure of waking up peaceful sleepers?

Though 10,000 years hence posterity may weigh your tweet as justifying society's inconvenience.

Only if waking other people up would be less inconvenient for them in total than it would be for me.
