Policy based on weight of evidence is a type error, but see Hanson's "vote on goals and bet on beliefs" which makes more sense.

That version embeds expressive irrationality into the voted values and makes it immutable.

With expressive or rationally irrational voters all that then is left is expressiveness at constitutional phase.
