They have been underfunded and understaffed. Any agency treated like that would suffer. Compare LA now to 1960's. That's through funding.

It doesn't take funding to file paperwork to save millions of lives; even one employee could do that on their own - they royally failed.

If funding is their major concern then fire them all - they do not have environmental protection in mind, as the environment is destroyed.

Staff has DUTIES AND RESPONSIBILITIES to uphold; if the "leader" is the issue, then the staff needs to remember who they serve - The people.
