I would agree with this but pretty sure Tx state constitution dictates govt control as well. Pretty sad and it eats about 53% of the entire budget.

The Texas Constitution provides for a “free” & public education for all Texas children, has no restrictions on homeschooling, and if you read the debates of those who authored it you will find only references to the 3 Rs, history & government, nothing more.
