Its completey the Govs right to know who is in the Country, to even control it. You do know from the 1920s-60s there was no immigration right. For 40yrs we needed to assimilate those that came early,, they wanted to be American, to share our values, and most did.
Assuming you are referring to the federal government, would you care to point to that part of the U.S. Constitution that gives it that right? And please inject any nonsense about "uniformed Rule of Naturalization".

Article I S8 C4 of the Constitution delegates immigration powers to the Federal Govt(Congress). How can a nation have 50, potentially, different immigration policies? Those, predominately, coming to America want the "benefits" of being in America. They don't want to be Americans!

As with anything, there are Laws on the books already about immigration into OUR Country. They have been known since conceived. Why its a surprise to anyone is beyond me. There is a way to get here thats orderly, you cant just have ppl flood in without knowing who they are.
