Art III, Sec 62 of the TX Constitution says that even during enemy attack at no time will the TX Bill of Rights be impaired or suspended.
So our liberties are protected even if TX is bombed, but according to @GovAbbott, if a virus w/ a 99% recovery rate shows up, screw all that
