Unless, in order to provide for the general welfare, the situation and public filth (feces covered streets, used needles, etc) is so bad it is harmful to the population and CA govt is refusing to correct it, it could be!
No, it couldn't. "General Welfare" of the States creates no such authority. At least not according to the father of the Constitution, James Madison.

I was speaking of the national population Not state. Citizens are free to travel and if they contract a contagious disease and carry it to another state, the ball gets rolling. Or a visitor slips on the waste and contract the disease and returns home. Imagine!
