A question.. If you can’t drink alcohol in a car and you can’t walk around the city with alcohol, why can you drink while on a boat?

I remember when it was legal to drink and drive, and everyone got along much better. Maybe I'm on to something. I'm grabbing a beer on my way to the bank this morning.
