It's just a thought. In likely reality the Overlord Feds would stop Texas from doing so because Texas government tends to be brown nosing Federal yes guys.
And how exactly would they stop it if Texans chose to do it? The Texas Constitution allows for it if the federal refuses to fulfill its article IV responsibilities, and they have clearly refused.

I would guess the fed would strong arm Texas by not funding a multitude of projects with Federal dollars while both National parties used their financial muscle to threaten Texas legislators re-elections among other despicable tactics to name a few ways.

They can always try, but they would have to prove the money they planned to withhold was directly linked to the wall. Good luck with that.
