If we Texans have almost 13 billion dollars in our “Rainy Day Fund”, which apparently we do, why don’t we Texans build our own wall?

Never understood the term rainy day fund for over taxation. Besides giving it back, a wall would be the best use for it at this point.
Well, after Harvey and the legislature’s refusal to actually use it for Texans, I think the term is meaningless.
