I’m not a constitutional scholar, but I don’t believe that’s true. Article 1 Section 8 gives Congress the authority to “lay and collect taxes”. Congress could do away with the income tax in Amendment 16 and institute a national sales tax @FairTax .

Congress doesn’t have the authority to remove an amendment; that would require the States to approve. As far as “lay and collect taxes” the types of taxes on which they can collect are specified and a national sales tax is not one of them.

Can you please tell me what part of Article 1 Section 8 or any other article that prohibits Congress from establishing a national sales tax?

Of the types of taxes listed in 1:8, the excise is closest to what you want, but it only applies to a specific good or activity. It’s not a blanket tax. And history has proven that Congress will never give up ANY taxing power it holds, and nothing good can come by giving it more.
