I’m not a constitutional scholar, but I don’t believe that’s true. Article 1 Section 8 gives Congress the authority to “lay and collect taxes”. Congress could do away with the income tax in Amendment 16 and institute a national sales tax

Congress doesn’t have the authority to remove an amendment; that would require the States to approve. As far as “lay and collect taxes” the types of taxes on which they can collect are specified and a national sales tax is not one of them.
