Why does my city have no beer or wine delivery service? What are we, savages here, eating our pizza without it?

My state just barely lifted laws banning alcohol sales...(brunch only...at stores, no dice) before noon on Sundays; we finally have brunch booze as of April/middish 2017- The work around to deliver/ship alcohol is complex and expensive here; we have dry counties,municipalities

Oh! And we like to further muck it up by regulating hard liquor and not allowing our own booming craft market of wines, beers, ciders to be shipped locally or nationally; third parties can deliver, do in some markets, this is tediously more complex
