The most charitable interpretation is that the realm itself magically manifests stewards into existence in response to the Kyrian's needs, and the Kyrian actually feel kind of weird about it and try to encourage taking spa days/creative hobbies, but it still feels... awkward

They literally say the realm spontaneously births the Stewards into existence, yes. Theyre basically elementals of the concept of Service. And given most of the Kyrian are ex-mortals and have empathy, I can totally see them feeling weird about it.

I wonder if its because of what we see in Revendreth and the dredgers and how they're mostly treated
. Swolkins dont *need* saving, they are perfectly contempt with w'hoo they are and what they do.(yes they actively care for/love them and I dont see the harm in leaving them be) -
