I interpret f2f as synchronous zoom sessions.
I will comply to the letter of the stupid rule just to throw in their fucking face. Independent study called, "Fighting the Resistance." Even put the syllabus online.

Given the $$ value of foreign students to many many colleges and unis and their value to US soft power, I suspect there will be bipartisan push back on this stupidity. What it does in the long is send all promising foreign students to Canada and European.

It's worth noting that this is existing law. Normally, F-1 students are precluded from counting more than 1 online class toward their full-time enrollment requirements. (J-1 students can't count any.) An exception to this rule was made for spring.
