If every village and small town has well equipped and functioning primary health clinic...there would be a better chance to counter act in such events. Society is ready but infrastructure not.

Preparedness to protect from disaster is one of the best way but in infectious diseases as i know become ready means count the day when epidemic will be, its meaningless. The best is when a disease appear then be alert from its epidemics. Measures could be different.
