One of the challenges identified is e-cigarettes. Ecigs are vastly safer than smoking, and help smokers quit. 42 million users worldwide. No deaths. Combustible tobacco kills 8 million every year. The WHO's continuing rejection of tobacco harm reduction options is odd.
