UK govt overrules planning advice to approve a proposed 3.6GW gas plant at Drax, despite "significant adverse impact…on the amount of GHGs that will be emitted". In short, it's OK b/c *this project on its own* won't breach the net-zero legal target. …https://infrastructure.planninginspectorate.gov.uk/wp-content/ipc/uploads/projects/EN010091/EN010091-001251-Drax%20Re-Powering%20Decision%20Letter%20of%204%20October%202019%20Signature%20Copy.pdf …pic.twitter.com/vncBhyOg3q

FWIW, my understanding is Drax recognises & plans to fit into a shifting electricity mkt (byebye baseload, hello flexibility). Meanwhile, just because Drax has planning approval does not mean the gas units will get built. (V hard to see all consented gas getting built IMO).

Either way, it seems to me, as a non-lawyer, that the planning decision offers a window onto potential legal battles of the future over (for example) the climate consequences of a third runway at Heathrow. Cumulative impact, anyone? Taken care of by the (now outdated) NPSs…?

No doubt @ClientEarth @jonathan_church @Draxnews and many others can offer a more nuanced / detailed take on this decision and the broader net-zero context for this & other planning decisions to come…

oh, and here's the **2011** "national planning statement" on energy, relied on in the government's decision, as justification for approving the Drax plans https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/47854/1938-overarching-nps-for-energy-en1.pdf …

Here's the Drax statement on the planning approval, emphasising that the plans are conditional. "Drax must secure a capacity market agreement to underpin the investment needed to develop the first combined cycle generating unit." http://repower.drax.com/press_release/application-approved/ …

I'm very disappointed the Secretary of State has overruled the planning inspectorate. Isn't there a climate emergency?!

The UK needs a firm power supply whilst it shutters coal and even without the potential for delay/s to Hinkley Point (and the clamour of politicised objectors to nuclear) I think that this was sort of inevitable. The NAO predicted that a delay to HP-C would cost users £21-24 pa
