The notion of anyone buying a fossil fuel car in 2040 is ludicrous! Will be pretty hard to buy one if no one is making them. Love the way Governments appear to think that the world in 2040 will look pretty much like it does now. They are clueless.

"By [2040], we expect…all new cars and vans to have *significant zero emission capability*."
So much wiggle room in that language – "expect" and "significant…capability".
