The truth is of the more than 40,000 people incarcerated in NYS:
Some 5,000 are serving sentences for technical violations of parole, meaning they did not commit a crime, but were found to have missed a meeting, violated curfew or tested positive for marijuana.
More than 7,000 are due to be released within a year.
@NYGovCuomo could release 12,000 people with the stroke of a pen. There are more than 6,000 clemency petitions before him that he hasn't even looked at. Other states are taking bold action. NYS is doing nothing.
