They're not required to hold a vote to start an INQUIRY, just the vote on actual impeachment, which I'm sure is coming.
It’s unconscionable that Speaker Pelosi is arbitrarily choosing to impeach the President w/o holding a single vote to do so. It’s un-American and flies in the face of the Constitution. I fully support President Trump’s decision and condemn Nancy Pelosi’s "impeachment by decree."

To all you dopes out there, yes it does not specifically state that full vote is required to launch a inquiry. It DOES however specifically state that we have a right go due process and face our accuser. Withholding a vote they deny republicans the right to cross examine. Fascism

You have the right to face an accuser in a civil or criminal case. That’s not what this is. This isn’t that at all...This IS roughly akin to a Grand Jury. In a grand jury, only the prosecution is heard.
