First revealed in the Japan-exclusive 2018 manga "Satoshi Tajiri: The Man Who Created Pokemon," Deer was originally created for use in Gen 1... but he got cut during development.

(2/3) This Lost Pokemon's name was ディアー (Diā), which literally means Deer. This name, as well as Deer's black & white beta sprite and index number (#56) were revealed in the 2018 Satoshi manga, pictured below.
Deer's design was likely repurposed and became Stantler in Gen 2.

I really think they should take a bunch of the scrapped Gen 1 & 2 pokemon, and put them in the next gen game, because a lot of these designs (like this one) are actually really good
