Sure. The OED requirement is to be someone with "expert knowledge" of a natural of physical science. Physician's fit that.
Physicians can, of course, also be scientists but not all of them are. If you think physician=scientist, you don’t know what a scientist that is.
Best example recently was #researchparasite fiasco: NEJM editorial on the 'risk' that data-sharing might mean people could "use the data to try to disprove what the original investigators had posited" (https://www.nejm.org/doi/full/10.1056/NEJMe1516564 …). If that prospect alarms you, you're not a scientist.
