This is true of non-plantation afforestation, but does not apply to plantation forestry for solid products including bamboo which sequesters faster than trees. Harvesting prevents burning.

The problem is that using land for carbon sequestration increases demand for deforestation elsewhere, unless there is a global ban on deforestation.
