It is a lot, but they were not that labour intensive each to make. Current estimates suggest a skilled blacksmith would take about a minute to make one of these nails, which is still a lot of man-hours - they must have thought they would be needed!

Buried why? prevent a resource/potential weapon to those pesky Caledonians?

Pretty much - seems to have been too big a hoard to transport under hurried circumstances, but at least you deny metal to the enemy if you bury them. Of course, we don't know if there were other hoards buried that were discovered by the Caledonians!
