    Probably their most immediatly impactful report. I spent quite a bit of time with that one for the chapter on lead in petrol in my book. Report 18 on transport and the environment is recommended reading too. Should the Royal Commission be revived?

    Interesting point about rates of progress rather than targets. The problem of enforcement remains though. We don't have a monitoring network that allows population wide exposure studies. We struggle to enforce smokeless zones, do we even try...?

    Would UK laws have been stronger or weaker outside the EU? The UK led the world in our response to the 1950s smog but in the 1970s and 1980s we resisted taking responsibility for the acid rain that we caused. Themes all explored in my book "The Invisible Killer"
