Singapore is a fascinating study. They’ve looked after their citizens well, but they also employ hundreds of thousands of migrant labourers from devoping countries. It works quite well. If you only test already suspected cases, you will have a high hit rate (bottom of chart). If you test to chase down a bunch of "maybe" non-symptomatic people who were recently near an infected person, you'll have more misses.
