It's been nearly three years. Why does the US government still not have a Covid app for reporting test results and tracking contacts, ED and hospital capacity, ordering free rapid tests, locating available supplies of Paxlovid and other therapeutics in local pharmacies, etc?

Yes, but as you know, the existence of a website isn't remotely adequate. The US government has had abundant opportunity to generate uptake, provide incentives via free test distribution, etc. Other nations did this within months of the first cases appearing within their borders.
