Per capita, yes — which is the most accurate and fair way to compare outbreaks in other states/countries due to population and other intangibles.

It's really really hot in Arizona. Nobody wants to be outside at this time of the year. Lots of people staying indoors in air conditioning. Indoor transmission is much more common than outdoor.
