Absolutely. They were THE superpower, and these tiny European courts/countries were totally freaked out and also majorly envious.
No one had a land empire as vast as theirs and they managed to run it with a vast imperial bureaucracy that worked. They figured out succession (yes it was bloody but so was the English monarchy). And they could legit say they were the new Caesars of Rome.
